It`s very easy to reach the Miraflores Locks with public transportation from Panama City from the bus station next to Plaza 5 de Mayo takes 20 mins.
When we were there the entrance to the Locks was free but it looked as though that would not be the situation in the future.
The best time to see the ships pass is either around 08:00 or 14:00 when a lot of traffic goes through.
