I was this year in the World Capital of Folklore Carnival in Oruro - Bolivia. it is 3 hours from La Paz. three days of thousands of original dancers. it was very nice, watch the link for photos.

 One last thing, all the 3 day tour with hotel - best seats in the festival, food, transportation etc. was less than $ 50 from La Paz. you dont get those prices anywhere.
